Shaping Civic Space: Circle V’s Role in the Texas Facilities Capitol Complex Phase II







As Austin’s civic heart continues to evolve, Circle V is proud to contribute to Phase II of the Texas Facilities Capitol Complex. This transformative project blends urban expansion, sustainable design, and historic preservation. In partnership with HOK, as the architect of record, we’re serving as the local landscape architect helping shape a pedestrian-forward environment that reflects the spirit of Texas and the character of downtown Austin.
A Landscape Rooted in Place
Anchored by two new state office buildings at 1500 Congress and 1501 Lavaca, Phase II connects and extends the Capitol Mall, while adding a two-block greenway that reimagines the surrounding streetscape. Circle V led the planting design to support Central Texas’s climate and ecology, integrating drought-tolerant, pollinator-friendly species and resilient strategies that will thrive for years to come. We also facilitated local material selection and connected consultants with the design team to ensure the project reflects Austin’s identity at every scale.
Honoring History While Building Forward
Working closely with the Texas Historical Commission, we helped preserve and protect existing historic buildings, trees, and landscapes, including the Gethsemane Church and the Commission’s headquarters. Our design reinforces key sightlines and transitions between old and new, using native species, granite paving bands, and formal tree layouts to echo civic tradition. Custom etchings of Texas rivers and streams add a layer of storytelling to the site, grounding the experience in local ecology.
Sustainability and Stewardship
The landscape incorporates reclaimed water irrigation, low-maintenance plantings, and adaptive strategies that reduce resource use while enhancing biodiversity. These measures align with the Capitol Mall Expansion Master Plan and support the long-term health of the site and its users.
Designed for Public Life
Wide sidewalks, shaded seating, water fountains, and dog waste stations make the space welcoming and walkable. Flexible zones accommodate daily use and civic gatherings, while educational signage implemented by others highlights Texas flora and fauna. ADA accessibility and intuitive circulation were prioritized throughout.
Navigating Complexity with Care
Adapting the site to accommodate both preservation and modernization required coordination across agencies and disciplines. Circle V remains present throughout construction administration, helping balance civic-scale infrastructure with a human-scale experience and ensuring the design intent was carried through.
Completion is anticipated in late 2026.
